M. Scott Stegall
M. Scott Stegall, MHSA, PhD, is a faculty associate member of ACHE and has for many years served as the co-advisor for the UW-Milwaukee health care administration student organization. His research and teaching interest is in the application of general systems theory to people, groups, and organizations, especially in the health services sector. In particular, his interest is in the development, application and limitations of democratic organic organizational cultures and designs vs. the traditional autocratic bureaucratic model. This interest has led to his study and application of Deming Management Theory, Goldratt theory of constraints and type and temperament theory. Stegall is qualified to administer the Myers-Briggs Personality Type Indicator (both steps I and II). In 1998, he completed the Jonah Program at the Goldratt Institute. During the fall of 2006, he completed the 80-hour Deming Immersion Program sponsored by the W. Edwards Deming Institute. He teaches four required courses in the HCA curriculum (each addressing major components of the Deming Management Theory): HCA 220 Leading Healthcare Professionals, HCA 307 Epidemiology for the Health Sciences, HCA 340 Healthcare Process Measurement, and HCA 420 Advanced Systems Theory for Healthcare Leaders. Stegall holds a PhD in Health Services Organization and Research from Virginia Commonwealth University, a Master of Health Services Administrative from the University of Arkansas at Little Rock, and was an Administrative Fellow at Arkansas Children’s Hospital.
